Methodology & Sources

Data snapshot: January 15, 2026. TariffCenter compiled program flags using primary sources: USTR.gov, USITC.gov, and CBP.gov. Average MFN rates are derived from USITC Dataweb calculations across all HTS lines for each country.

Classification rules:

  • Section 301 — Countries named in USTR Section 301 tranche notices (China only, as of January 2026). Source: USTR Section 301 Investigations ↗
  • Section 232 — Countries subject to steel and/or aluminum measures per USITC determinations. Source: USITC Section 232 Notices ↗
  • Section 122 (15% surcharge) — The February 2026 SCOTUS ruling eliminated IEEPA-based reciprocal tariffs. Congress enacted a replacement 15% global surcharge under Section 122 authority. USMCA partners (Mexico, Canada) are exempt.
  • Trade agreements — FTA status from the USTR FTA database ↗. USMCA rules of origin apply; not all goods qualify for preferential rates.

Frequently Asked Questions

Which countries have the highest U.S. tariff rates?

China faces the highest U.S. tariff burden due to Section 301 and Section 232 tariffs.

China is hit by multiple Section 301 tranches plus the Section 122 global surcharge and Section 232 steel/aluminum duties. Other high-exposure countries include those subject to Section 232 measures: Japan, Germany, Brazil, India, and the UK.

Which countries have free trade agreements with the United States?

The U.S. has FTAs with 20 countries, including USMCA (Mexico, Canada) and KORUS (South Korea).

Key agreements include USMCA (Mexico, Canada), KORUS FTA (South Korea), AUSFTA (Australia), and bilateral FTAs with Israel, Singapore, Chile, Colombia, and others. USMCA partners are also exempt from the Section 122 global surcharge enacted after the February 2026 SCOTUS ruling.

How do reciprocal tariffs affect imports from different countries?

Section 122 replaces IEEPA-era reciprocal tariffs with a 15% global surcharge on most non-USMCA imports.

After the February 2026 SCOTUS ruling struck down IEEPA-based reciprocal tariffs, Congress enacted a 15% global surcharge under Section 122. USMCA partners (Mexico and Canada) are exempt. Rates differ by product — use the duty calculator to find the exact total rate for your import.
